Vessel Traffic Services (Horten VTS)
The traffic centre in Horten is the central tool for coordinating ship traffic and traffic controls in the Oslofjord (VTS – Vessel Traffic Services). VTS is an international service aimed at improving maritime traffic safety and protecting the environment.
The Vessel Traffic Service has three main tasks:
1. Monitor all ship movements – register and identify them
2. Maintain ongoing dialogue with maritime traffic
3. Respond and act when a situation demands it
The Intermunicipal Emergency Preparedness against Acute Pollution (IUA)
IUA is established to manage and prevent pollution from oil and other chemicals. IUA cover sea, land and waterways. IUA region 4 has its emergency stockpile at the Port of Drammen.
The Norwegian Maritime Authority
The Norwegian Maritime Authority is the administrative and supervisory body responsible for safety concerning lives, health, the environment and material values on Norwegian-flagged vessels and foreign vessels in Norwegian waters. The authority is also responsible for securing legal protection for Norwegian-registered ships and their rights. Activities are determined by national and international regulations, agreements, and political decisions.

Norwegian Coastal Administration
The Norwegian Coastal Administration is a national agency for coastal management, maritime safety, and emergency preparedness against acute pollution. It actively works towards effective and safe maritime transport by meeting the transportation industry’s needs for navigability and efficient ports. The administration conducts preventive measures, reduces damage effects from acute pollution, and contributes to the sustainable development of coastal areas. The Norwegian Coastal Administration reports to the Ministry of Transport.
